Ruddel Deceus started the "18 Mai Committee" and in 2002 brought Haitian Flag Day to the attention of New York City Council. The event, held every year since, packed City Hall chambers on May 17th and recognized among the dignitaries two high ranking Haitians in New York City government, newly elected Councilman Mathieu Eugene and Deputy Borough President, Rosemonde-Pierre Louis.
